Would you need a motorcycles license in California for a scooter with a 49cc engine?

I wanna buy either a Honda Ruckus/Zoomer, or a Honda Metropolitan, both are scooters with a 49cc, would i need a motorcylce license to drive it in California, USA?

In California your scooter is legally a motorcycle. You need a M1 license or endorsement. If you are under 21 you must have take the CMSP.

Since you get the same license etc., why would you want a 49cc scooter? You cannot keep with speed of traffic, which means you will be in gutter as the pass you in the same lane trying to run you off the road. In California, a 49cc scooter is not safe.
